JOB SUMMARY

The Technical EMR System Analyst / Regional Administrative Assistant is responsible to the Regional Director and Deputy Regional Director of Region 7 and provides support services to Region 7 programs with a wide variety of EMR management and administrative functions.

ESSENTIAL JOB RESPONSIBILITIES

  1.  Overall monitoring of system performance metrics and equipment.

  2.  Provide day-to-day system maintenance, security, access, and configuration changes.

  3.  Assists in training and support for these systems through active involvement with Trainers and Power users.

  4.  Reviews, analyzes, and formulates requirements for the development of forms and templates necessary to produce clinical data in accordance with legislative requirements.

  5.  Works cooperatively and maintains effective communication with a variety of directors, managers and employees.

  6.  Recognizes, documents, and escalates existing and potential problems in various programs as they relate to automated workflow processes.

  7.  Coordinates the maintenance of all necessary system modules including security matrix, new hire access, equipment access & tracking, etc,

  8.  Provides fundamental technical expertise in developing forms and templates required for implementation and contract compliance.

  9.  Acts as the primary liaison with Fresno County software support team for maintaining items related to the use of AVATAR and update management of pending issues and problems.

  10.  Assist with initial troubleshooting of software and hardware issues for Region 7.

  11.  Serves as primary IT power user for all Region 7 programs. 

  12.  Coordinate administrative functions between programs and assist Program Administrative Staff as needed for program administration.

  13.  Assist as needed in a variety of projects, utilizing research, accurate tabulation, spreadsheet recording, accurate tracking and reporting skills.

  14.  Assist with administrative documents including county, state, and federal contract requirements.

  15.  Coordinate and schedule meetings and trainings.

  16.  Organize work and set priorities to meet established deadlines.

  17.  Process all Region 7 administration office invoices.

  18.  Compile a variety of reports as requested by Regional Director or Deputy Regional Director.

  19.  Remain flexible and tolerant to changes in workloads and assignments.

  20.  Write clearly, accurately, and concisely to convey ideas in grammatically correct reports, letters and memos.

  21.  Will drive on agency business

  22.  Will think and act quickly and efficiently in emergencies.

ESSENTIAL JOB REQUIREMENTS

  1.  Education / experience equivalent to a Bachelor's degree in an appropriate field of study or work.

  2.  Demonstrated ability to handle multiple priorities in an organized and efficient manner and function independently. 

  3.  Two (2) years' experience in computer applications and EMR system analysis.

  4.  Be able to make presentations and instruct users on procedures.

  5.  Reads and understands technical material and maintains knowledge of current practices, policies, and procedures.

  6.  Independently perform routine studies, periodic reviews and reports.

  7.  Willingness to travel to various program sites as necessary.

  8.  Advanced computer proficiency in Microsoft Windows Office products, Word, Excel, Visio and Power Point.  Demonstrate aptitude for learning software tools and products. 

  9.  Experience in the use of Fresno County AVATAR and have knowledge to run a variety of reports from AVATAR.  Collect, compile and analyze data and report results.

  10.  Proficient in the utilization of the Fresno County dashboard and the ability to train others on its use.

  11.  Ability to learn existing clinical processes and related HIPPA and post audit requirements of funding agencies.  Able to identify Clinical Problems to be solved with the automated system.

  12.  Possess a valid driver's license and have access to a dependable means of transportation that is properly insured and operated in accordance with all laws.  Agency insurer authorization is required. 

  13.  Ability to pass a criminal background check.

  14.  Ability to pass a pre-employment physical, drug screen, general physical, and TB test.

  15.  Must maintain good relationships with consumers, co-workers, government and civic representatives, as well as community members within whom the Agency is transacting business, and relate to them in a professional manner.
