The Information Systems Specialist reports to the Information Systems Manager and works with other program directors and staff on issues under their responsibility.


  1.  Ability to understand and troubleshoot problems with software including but not limited to Microsoft Windows, Windows Server, Outlook, Word, Excel, Access and PowerPoint.

  2.  Meet and coordinate with management and others users to ensure systems are providing necessary and required support.

  3.  Translate user requirements into functional specifications.

  4.  Oversee compliance of hardware and software related to the implementation of State and Federally mandated regulations and procedures including but not limited to HIPAA.

  5.  Identify and solve technical problems, diagnose and resolve hardware and software malfunctions.

  6.  Integrate and/or consolidate services between different program/locations including the design and development of the necessary integration tools.

  7.  Maintain backup systems to insure protection of all Agency information and data resources.

  8.  Review and coordinate the necessity, implementation and maintenance of all necessary systems, acting as a liaison between management staff, users, and any necessary outside contractors.

  9.  Write clearly, accurately and concisely to convey ideas in grammatically correct reports, letters, memos and proposals.

  10.  Communicate effectively with a wide range of management staff and other users.

  11.  Remain flexible and tolerant to changes in workloads and assignments.

  12.  Prepare monthly reports advising management team of current system efficiencies, needs, and any work in progress.

  13.  Travel as necessary.

  14.  Will drive on Agency business.

  15.  Will think and act quickly and efficiently in emergencies.

  16.  Comply with all Turning Point Safety policies and procedures, including but not limited to: workplace safety, reporting work related injuries, infection control and preventing potential safety risks for staff, clients and others.

  17.  Employees are expected to manage their cell phone use so that the Agency cell phone stipend covers all business usage.  Any calls not covered by the stipend are to be made on a company landline phone.

  18.  Punctual and regular attendance is an essential responsibility of each employee at Turning Point. Employees are expected to report to work as scheduled, on time and prepared to start working. Employees also are expected to remain at work for their entire work schedule. Late arrival, early departure or other absences from scheduled hours are disruptive and must be avoided.

  1.  Education or experience sufficient to demonstrate competency in the knowledge and skills specified. This may be obtained by experience or completion of at least two (2) years of college with a major in computer science or business information systems, or a closely related field with coursework in computer applications and systems analysis. Related experience may be substituted for education on a provisional basis.

  2.  Must possess or be working toward CompTIA A Certification plus either CompTIA Net Certification and/or CompTIA Security Certification.

  3.  Two (2) years of job-related technical experience with computers involving configuration, installation, and networking of workstations and Windows servers.

  4.  Review, analyze, formulate and implement plans for current and future automated systems.

  5.  Work cooperatively and maintain effective communication with a variety of directors, managers and employees.

  6.  Translate user requirements into functional specifications.

  7.  Recognize existing and potential problems in various programs and to determine and implement solutions.

  8.  Verbally present complex instructions and procedures in a clear and understandable manner to management and users.

  9.  Read and understand technical material and maintain knowledge of current practices, procedures and ever-changing technology.

  10.  Understanding of management information technology and terminology, and ability to prepare clear, concise reports and procedural instructions.

  11.  Ability to adapt quickly to shifting demands/priorities and provide timely, well-reasoned recommendations.

  12.  Possess a valid driver's license and have access to a dependable means of transportation that is properly insured and operated in accordance with all laws.  Agency insurer authorization is required. 

  13.  Ability to pass a criminal background check.

  14.  Ability to pass a pre-employment physical, drug screen, general physical, and TB test.

  15.  Must maintain good relationships with consumers, co-workers, government and civic representatives, as well as community members within whom the Agency is transacting business, and relate to them in a professional manner.

  16.  Must be available by cell phone as needed while on duty.
