JOB SUMMARY

The Eligibility Specialist reports to the Deputy Regional Director under the supervision of the Program Director. The Eligibility Specialist provides secretarial support and a wide variety of clerical duties to the Youth Employment Program and maintains records of clients, program transactions, and office activities. The Eligibility Specialist interviews and assesses applicants for eligibility and enrolls clients into program components.

ESSENTIAL JOB RESPONSIBILITIES

1. Conducts outreach and recruitment activities as needed to meet contract performance goals.

2. Conduct eligibility orientations.

3. Completes and submits all WIOA paperwork to the Workforce Development Board Staff.

4. Verifies Workforce Development Board MIS statistics.

5. Represent the Youth Employment Program at the Offices for America's Job Center.

6. Prepares and monitors all participant status rosters and related forms.

7. Completes orientation checklist and prepares orientation folders.

8. Sets up new client files and performs file maintenance in accordance with contract procedures.

9. Maintains database of initial inquiry and placement statistics.

10. Updates in-house rosters and statistical reports.

11. Answers phone and handles or routes to appropriate staff.

12. Generates program forms and updates hard copy binder.

13. Conducts follow-up of exited clients.

14. Conducts employment related workshops.

15. Provides case management as needed.

16. Coordinates and purchases client support service needs.

17. Provides Employer and Community awareness education.

18. Maintains all office files.

19. Cross-trains in other positions as program needs dictate.

20. Observes all WIOA regulations and Turning Point personnel policies and procedures.

21. Attends training seminars as required.

22. Will drive on Agency business.

23. Punctual and regular attendance is an essential responsibility of each employee at

Turning Point. Employees are expected to report to work as scheduled, on time and

prepared to start working. Employees also are expected to remain at work for their entire

work schedule. Late arrival, early departure or other absences from scheduled hours are

disruptive and must be avoided.

ESSENTIAL JOB REQUIREMENTS

1. High school graduate; some business college preferred.

2. Four years' experience in a business office.

3. Word and Excel proficiency.

4. Bookkeeping skills, business math.

5. Excellent verbal and written skills.

6. Bilingual Spanish/English helpful.

7. Skillful in working with people, especially those in difficult financial and personal crisis.

8. Mature judgment.

9. Ability to handle sensitive issues with confidentiality, integrity, and tact.

10. Possession of valid driver's license and access to a dependable means of transportation

that is properly insured and operated per requirements of all laws.

11. Clean driving record.

12. Ability to pass pre-employment drug test and criminal records clearance checks.

13. Must maintain good relationships with clients, co-workers, government representatives

and any others with whom the Agency is transacting business, and relate to them in a

professional manner.

14. Ability to work as part of a team.
