JOB SUMMARY

The Community Outreach Specialist reports to the Program Director under the supervision of the Program Administrator. The Community Outreach Specialist is responsible for developing and executing effective outreach strategies in underserved communities in South Monterey County. The Community Outreach Specialist will act as a liaison and referral source between the community and partner agencies.

ESSENTIAL JOB RESPONSIBILITIES

1.  Identify eligible clients what will benefit from partner services.

2.  Facilitate partner services for a seamless service delivery system. 

3.  Identify and refer clients to community programs to enhance partner services.

4.  Develop and maintain effective working relationships with the partner team.

5.  Manage client information/case management in the AVATAR system.

6.  Prepare bi-monthly outreach reports.

7.  Maintain caseload files and documentation in accordance with program and contract regulations.

8.  Maintain database of employers receptive to hiring program participants.

9.  Maintain database of community resources. 

10.  Coordinate job opportunities with the Employment Specialist. 

11.  Provide outreach and recruitment in accordance with program and partner goals.

12.  Attend community events to promote partner services.

13.  Seek out unidentified places where people gather to reach a wider section of the population. 

14.  Familiarize clients with Monterey County community-based organizations.

15.  Collaborate with local agencies organizing community events.

16.  Deliver services in a manner that is culturally competent and linguistically appropriate for diverse cultures in Monterey County.

17.  Provide advocacy services to ensure the hardest to serve population gains access to community services.

18.  Cross train in other program job duties and performs other tasks as assigned by the Program Director.

19.  Comply with all Turning Point Safety policies and procedures, including but not limited to: workplace safety, reporting work related injuries, Infection Control and preventing potential safety risks for staff, clients and others.

20.  Think and act quickly and efficiently in emergencies.

21.  Drive on Agency business.

22.  Punctual and regular attendance is an essential responsibility of each employee at Turning Point. Employees are expected to report to work as scheduled, on time and prepared to start working. Employees also are expected to remain at work for their entire work schedule. Late arrival, early departure or other absences from schedule hours are disruptive and must be avoided.

ESSENTIAL JOB REQUIREMENTS

1.  Associate of Arts degree or equivalent education/experience in business, counseling, social service, or related field.

2.  Ability to work in the community with limited supervision.

3.  Ability to work as part of a team cooperating with supervisor and co-workers in order to provide the optimum customer service.

4.  Proficient in computer skills with Microsoft Word, Excel, Outlook and PowerPoint.

5.  Excellent verbal communication skills

6.  Ability to communicate effectively in writing.

7.  Ability to prioritize, pay attention to detail and excellent time management skills.

8.  Ability to work in a multicultural environment with diverse staff and clientele.

9.  Strong presentation, public speaking and group facilitation skills

10.  Must be able to provide services in the client's preferred language (Spanish and English)

11.  Experience in successful community outreach or community coordination role.

12.  Possess a valid driver's license and have access to a dependable means of transportation that is properly insured and operated in accordance with all laws.  Agency insurer authorization is required. 

13.  Ability to pass a criminal background check.

14.  Ability to pass a pre-employment physical, drug screen, general physical, and TB test.

15.  Must maintain good relationships with consumers, co-workers, government and civic representatives, as well as community members within whom the Agency is transacting business, and relate to them in a professional manner.
